That why the Government offer only 15+1 group for cease fire process.
Stupid is Ethnic arm group. They want to include those who doesn't want to participant.
If government offer only five group and reject 15 that is another issue.
15 group mean, free from drug ring. Government itself and other remaining arm group are in drug ring and they have to breath in Chinese nose.
They are doing drug together, they got the same stepfather Chinese; so they don't trust each other.
